With a GB-98 contractor’s license and a deep commitment to integrity, quality, and collaboration, Blane leads his companies in shaping transformative spaces that leave a lasting legacy on the skyline. Through FoQus, he champions partnerships that empower communities, inspire innovation, and build a better tomorrow for generations to come.
JEFF RICH
VP of Construction
Jeff Rich is a 1994 graduate of Texas A&M University, where he earned a Bachelor’s degree in Environmental Design and Construction Science. With more than thirty-five years of experience in the construction industry, Jeff has developed a broad and well-rounded background working on both the design and construction sides of projects.
Throughout his career, Jeff has contributed to a wide range of construction work, from tract homes to multi-million-dollar custom residences, as well as tenant finish-out retail spaces and ground-up commercial developments. His diverse experience provides him with a comprehensive understanding of the construction process from concept through completion.
Over the past three decades, Jeff has refined strong estimating and project management skills, successfully planning, scheduling, and managing projects under tight timelines and challenging site conditions. He also has extensive experience managing trades and subcontractors while implementing improved processes, procedures, and technologies to enhance estimating, bidding, and project management systems.
chuck legow
Project Manager / Estimator
With more than 25 years of experience in the construction industry, Chuck Legow leads Project Management and provides essential support to the Estimating Department at FoQus Development. He oversees all phases of project execution—strategic planning, budgeting, quality control, and safety management—ensuring every project is delivered on schedule, within scope, and to the highest standard.
Chuck holds multiple concrete certifications and is highly regarded for his design insight, clear communication, and strong problem-solving skills. He is equally committed to mentoring team members and fostering a collaborative, high-performance work environment.
Randy james
Jobsite General Superintendent
Randy James brings more than five decades of experience to the ironworking trade, beginning his career in 1974 as a three-year apprentice with Ironworkers Local 86 in Seattle, Washington. Throughout his extensive career, he has worked with numerous contractors across the Northwest and beyond, contributing to some of the region’s most significant and challenging projects.
In the mid-1970s, Randy helped construct modules for the North Slope pipeline and later spent five years on the Satsop nuclear plant. His expertise spans a wide range of work, including schools, tilt-up structures, bridges, and high-rise buildings. He has performed extensive rebar installation, heavy structural steel work, and devoted approximately 15 years to erecting tower cranes. With a lifetime committed to ironwork, Randy takes great pride in knowing his efforts have shaped skylines, connected communities, and elevated cities.
Alejandro Mejia
Project Engineer
Alejandro is originally from Costa Rica and began his construction career in Northern California, where he worked for a general contractor on residential renovations and additions, including the restoration of historic Victorian homes.
After relocating to New Mexico, Alejandro earned his GB-98 license and founded a consulting business focused on helping homeowners navigate practical solutions following property damage caused by natural events. At FoQus, he has served as a Project Engineer, contributing wherever needed to uphold high construction standards across the Santa Fe and Albuquerque areas on residential, government, and commercial projects.
Currently pursuing a degree in Construction Management, Alejandro is dedicated to continued professional growth and to building environments that meaningfully support the communities they serve.
Francisco Fierro
Project Manager / Superintendent
Francisco brings a lifetime of construction experience to every project. He grew up in the construction industry, working from an early age alongside his father, who owned his own construction company. This hands-on background gave him a strong understanding of every phase of the construction process.
He has helped build and remodel homes throughout Santa Fe and the surrounding areas, earning a reputation for quality work and attention to detail. In addition to his field experience, Francisco’s background as an Operations Coordinator strengthened his skills in project management, strategic planning, communication, and quality assurance.
By combining practical construction knowledge with strong leadership and operational standards, Francisco ensures each project is completed efficiently, professionally, and to the highest quality.
