With a GB-98 contractor’s license and a deep commitment to integrity, quality, and collaboration, Blane leads his companies in shaping transformative spaces that leave a lasting legacy on the skyline. Through FoQus, he champions partnerships that empower communities, inspire innovation, and build a better tomorrow for generations to come.

JEFF RICH

VP of Construction

Jeff Rich is a seasoned construction professional with over twenty-five years of diverse experience spanning both the design and build sides of the industry. His background includes everything from tract housing and multimillion-dollar custom homes to commercial and retail developments.

Throughout his career, Jeff has been instrumental in helping companies elevate their operations by implementing innovative processes, technologies, and project management systems. His extensive experience as a draftsman, assistant project manager, and construction superintendent has given him a deep understanding of every phase of a project—from concept and design to execution and completion.

chuck legow

Project Manager / Estimator

With more than 25 years of experience in the construction industry, Chuck Legow leads Project Management and provides essential support to the Estimating Department at FoQus Development. He oversees all phases of project execution—strategic planning, budgeting, quality control, and safety management—ensuring every project is delivered on schedule, within scope, and to the highest standard.

Chuck holds multiple concrete certifications and is highly regarded for his design insight, clear communication, and strong problem-solving skills. He is equally committed to mentoring team members and fostering a collaborative, high-performance work environment.

Randy james

Jobsite General Superintendent

Randy James brings more than five decades of experience to the ironworking trade, beginning his career in 1974 as a three-year apprentice with Ironworkers Local 86 in Seattle, Washington. Throughout his extensive career, he has worked with numerous contractors across the Northwest and beyond, contributing to some of the region’s most significant and challenging projects.

In the mid-1970s, Randy helped construct modules for the North Slope pipeline and later spent five years on the Satsop nuclear plant. His expertise spans a wide range of work, including schools, tilt-up structures, bridges, and high-rise buildings. He has performed extensive rebar installation, heavy structural steel work, and devoted approximately 15 years to erecting tower cranes. With a lifetime committed to ironwork, Randy takes great pride in knowing his efforts have shaped skylines, connected communities, and elevated cities.
